Each country has different policies and different regulations for imported solar street lights. In order to import solar street lights smoonthly, reduce import taxes, ensure customs clearance safety and fast, exporters and importers need to know all certifications of solar street light in their country. 2.Africa ECTN and BESC certificates.

ECTN stands for ELECTRONIC CARGO TRACKING NOTE; BESC stands for BORDEREAUX ELECTRONIQUE DE SUIVI DES CARGAISONS. So ECTN and BESC refer to the same document.

The main countries that require these certifications are: Angola CNCA, Benin ECTN, Burkina Faso ECTN, Mozambique ECTN (BESC), Cameroon ECTN, Côte d’Ivoire COC, Gabon BIC, Guinea ECTN (ICTN), Madagascar BSC, Togo ECTN, Burundi BESC, Chad ECTN, Senegal ECTN, South Sudan EC.

Africa Customers must pay attention to this provision, obtain the relevant international ECTN, CNCA and other numbers after loading the container, display them on the bill of lading, and obtain the relevant certificates issued and validated. Then send all the customs clearance documents to the consignee for use. if no relevant certificates are issued and validated, but the goods arrived at the port ,it will not be cleared normally and face the risk of high fines or even be returned.

COMPREHESIVE IMPORT SUPERVISION SCHEME(CISS), The import regulations of these countries require that goods entering these countries are subject to pre-shipment inspection by SGS in the exporting supplier country. The purpose of SGS get involved is to assist the CISS government in the administration of the customs and/or foreign exchange management system.

Countries implementing CISS include: Angola, Argentina, Bolivia, Burkina Faso, Burundi, Cambodia, Cameroon, Central Africa, Republic of Congo, Côte d’Ivoire, Ecuador, Guinea, Kenya, Malawi, Mali, Mauritania, Paraguay, Peru, Rwanda, Senegal, Democratic Republic of Congo, Zambia.

The certificate of origin is an effective document for the trade relations to hand over the goods, settle the payment, claim compensation, customs clearance and acceptance and collect tariff by the importing country. It is also a certificate for the exporting country to enjoy the quota treatment and the importing country implement different trade policies for different exporting countries.

One of the preference certificates of origin is FORM E – China-ASEAN Free Trade Area Certificate of Origin, which is widely used and many Southeast Asian customers require this certificate for tariff reduction. ASEAN member countries: Laos, Vietnam, Thailand, Myanmar, Cambodia, Philippines, Brunei, Indonesia, Malaysia and Singapore. And other preference certificates are FORM F( Chile ),FORM P(Parkistan) ,FORM L(Costa Rica),FTA (Georgia,Peru) and so on.

The “CE” mark is compulsory in the European Union market and covers 28 member states. In order to circulate freely in the EU market, all products must be marked with the “CE” mark to show that they comply with the basic requirements of the EU Directive on New Approaches to Technical Harmonisation and Standardisation. This is a mandatory requirement for products under EU law.

SNI Indonesia mandatory certification for LED lighting: product test in China, Indonesia issue certification. SNI stands for Standard National Indonesia, which means Indonesian National Standard, and is the only standard that apply in Indonesia.

The SNI certification system in Indonesia is similar to the 3C certification system in China and is a product certification system managed and operated by the BSN (Badan Standadisasi Nasional), the national standards authority of Indonesia. Accreditation Committee of Indonesia (KAN), which authorises different certification bodies and product testing laboratories according to different products.

SONCAP ( Standard Organisation of Nigeria, SON) certification. The exporter applies for a COC. After receives the COC and provides it to the importer for a SC. The SC is applied directly by the importer at the local SONCAP facility. In addition, on-site sample testing, inspection and supervision of the shipment are required depending on the risk category of the product.

This certification is to ensure that there is a platform for the quality of imported goods and demestic products. In order to prevent unfair market competition and prevent dumping of substandard goods into the Nigerian market, thereby avoiding losses to the country and the importer.

8.NOM Certificationin Mexico.

NOM stands for Normas Oficiales Mexicanas, The NOM certificate is a mandatory safety mark for Mexico, is used for most products, including telecommunications and information technology equipment, household electrical appliances, lighting and other products with potential health and safety hazards. Whether manufactured locally in Mexico or imported, products must comply with the relevant NOM standards and product labelling requirements.

In addition, according to Mexican law, the holder of the NOM certificate must be a Mexican company, a Mexican importer, or a Mexican company that provide import customs clearance service can hold the NOM certificate for the product you are selling. This certificate can currently only be issued by a laboratory accredited by SECOFI in Mexico and the NOM certificate can only be obtained after passing the relevant laboratory tests.
